How to get my dog to be more active?

I have a 4 year old puggle, he is about 8lbs overweight. I walk him everyday and put him on the treadmill during summer, but he is soo lazy!! He never wants to play, he obsesses over food, and he sleeps most of the day. I have four other dogs as well, plenty of toys... can anyone help?
